Through the first decade of the twentieth century, Americans looked upon industrial accidents with callous disregard; they were accepted as an unfortunate but necessary adjunct to industrial society. A series of mine disasters in December 1907 (including one in Monongah, West Virginia, which took a toll of 361 lives) shook the public, at least temporarily, out of its lethargy.In this award-winning study, author William Graebner traces the development of mine safety reform in the years immediately following these tragic events. Reform activities during the Progressive period centered on the Bureau of Mines and an effort to obtain uniform state legislation; the effect of each was minimal. As World War II drew to a close, the United States and the Soviet Union began to maneuver for position in postwar Europe, in the first exploratory moves of what would soon become a worldwide contest for power and prestige. In Bulgaria, Michael Boll finds a unique vantage point for study of the processes of international politics during these years of the emergence of the Cold War. Bulgaria, he writes, was to assume a significance for both the United States and the Soviet Union greater than that small nation's intrinsic importance to either Great Power. Bulgaria had joined the Axis -- under pressure -- during the war, though it alone among the Axis satellites had refused to declare war on the Soviet Union. Willing in 1943 to lend support to an American plan devised to bring about Bulgaria's surrender and its participation in the war against Germany, the Soviet by the fall of 1944 was to invade Bulgaria and form an alliance with the Bulgarian Communists, who offered dependable support in the Red Army's continuing war effort. When military objectives were replaced by the Soviet's political drive for consolidation of its newly won empire, the Bulgarian Communists remained indispensable allies and continued the determined campaign that culminated in 1947 in declaration of the People's Republic of Bulgaria.Boll refutes the frequent charge of American "nonpolicy" toward Eastern Europe in this period, concluding that the "loss" of Bulgaria was the result not of the lack of determined policy, but of a realistic assessment of American capabilities and strategic priorities. Cold War in the Balkans, drawing on important new Eastern European sources and newly declassified British and American archives, relates international diplomatic history to local political developments in a way that gives new depth to the study of Cold War origins.

Collectivization of agriculture is an essential feature of the Communist program for the satellite countries of Eastern Europe. It is a means of extending state control of agriculture as well as the basis for developing large-scale industrial and military power. Irwin T. Sanders has edited this excellent group of papers by specialists on Eastern Europe and American rural social scientists, which collectively serve as an analysis of efforts to regiment the East European peasant.To those for whom the terms "collective farm" and "collectivization" have little meaning, this book will provide an actual picture of Communist effort to organize millions of peasants into a standard pattern of production and control. Such regimentation, these writers show, has led to less efficient agriculture from the standpoint of total production although it facilitates the delivery of produce to state economic enterprises.

Faced by the disaster of depression, Congress in the early 1930s proved amenable to the far-reaching demands and programs presented to it by the newly elected President, Franklin D. Roosevelt, but by 1937 it showed increasing resistance, even outright opposition, to many New Deal measures. In this study, James T. Patterson examines this resurgence of conservative strength in Congress, focusing upon the personalities and backgrounds of the men involved and upon the key domestic issues which brought them together in an informal coalition opposed to executive plans, especially for the years 1937--1939.From the first the Roosevelt Congress had had its "irreconcilables" -- men like Carter Glass, Millard Tydings, and Harry Byrd -- who viewed the New Deal with dismay, and in the voting on the public utilities holding company bill and the surprise tax measure of 1935 they were joined by a significant number of other congressmen who had hitherto supported the administration. It was, however, Roosevelt's plan to enlarge the Supreme Court that proved to be the turning point. This controversial measure provided a common issue on which conservatives, both Republican and Democratic, could unite -- the "irreconcilables," Republicans like Arthur Vandenberg, others like Charles McNary, and nominal Democratic progressives like Burton K. Wheeler. Following this crucial confrontation, the bipartisan conservative coalition was able to control enough votes to oppose the administration on such key measures as the fair labor standards and housing bills of 1937, the reorganization and tax bills of 1938, and the relief and tax bills of 1939. Incited by grievances over patronage, a feeling that the emergency was past, and fears of radicalism, congressmen increasingly asserted their independence of executive leadership.In this 1966 Organization of American Historians award-winning book, Patterson has provided a new exploration of one of the most significant developments in recent American history-the creation by conservative congressmen of a pattern of cooperation that continues to exert a potent influence upon the course of legislation.

This book is a chronicle of the myopia and gamesmanship that dominated Americans' understanding of their environment on the eve of the nation's ecology crisis. Based almost entirely on primary sources, Elmo Richardson's study examines the interplay between the national policies and programs for development and preservation of natural resources in the centralist Truman administration and the localist, enterprise-oriented Eisenhower administration. He shows that the decade examined brought about very little change in the values held by federal policy makers. Although the development of resources was a prominent issue in the elections of 1948, 1952, and 1956, what emerges from Richardson's account is the shallowness of understanding on the part of the decision makers and the public, and the ease with which policy direction could be deflected. The book demonstrates the persistence of the tradition of development and the nonpartisan character of the movement for preservation, which crossed party lines, regional lines, and economic interest groups.

Irish historians have minimized Daniel O'Connell's role in the Irish liberty movement in favor of later nationalist leaders, largely because of his failure in the 1843 movement for repeal of the Act of Union. In this first detailed study of the final, crucial episode in O'Connell's career, Lawrence J. McCaffrey reassesses his place in Ireland's struggle for independence. The Repeal agitation is viewed as marking a watershed in the course of Irish nationalism.The significance of this study, however, extends beyond the affairs of England and Ireland. It shows Daniel O'Connell to be among the first to develop the now familiar tactics of constitutional democratic political agitation and it also demonstrates the limitations inherent in these tactics.

Developmental change and the related problems of modernization have attracted the attention of scholars in many discipliness. In this bibliography -- derived and expanded from an earlier compilation by Mr. Spitz and Edward Weidner -- the author orders and annotates nearly 2,500 articles appearing between 1945 and 1969 in 234 journals from 25 countries. Organized by subject and indexed by both author and journal, the citations include studies of social problems, economic factors, political questions, public administration, and international cooperation and assistance. The concept of authoritarianism, first defined in The Authoritarian Personality published in 1950, has since been treated in a bewildering array of studies that have explored both its narrow psychological meaning and its broader social implications. In this volume, authors John P. Kirscht and Ronald C. Dillehay have provided a much-needed review of this growing subject, summarizing and evaluating about 260 studies that have appeared to date.Kirscht and Dillehay differentiate between the psychological and the sociological approach to authoritarianism, tracing the historical development of both schools of thought. They also outline three major views of authoritarianism: as antecedent to certain types of behavior (for example, ethnic prejudice), as the consequence of other variables (such as child rearing practices), or as a correlate of yet other processes(e.g. alienation); these views, in turn, suggest a variety of theoretical and methodological issues. The authors review, in addition, the multitudes of beliefs and behaviors thought to vary with authoritarianism, examining the validity of these relationships in empirical research.While the authors do not attempt to reformulate or redefine authoritarianism, they point up avenues for future research and single out significant research findings which are likely to offer the firmest ground for development.

This book reveals the sources of the disquiet prevailing among educators over the apparent failure of the public school system to develop moral responsibility in America's youth. The doctrine of separation of church and state has made sectarian religious training illegal in public schools, and Tunis Romein shows that the task of providing moral guidance, suddenly thrust upon educators, has disclosed their deep schisms in educational philosophy -- basic contradictions which have split American education from top to bottom.Romein explains the basic conflicts in education by examining three educational philosophies -- progressivism, educational reconstructionism, and classical humanism -- and comparing all of them with the traditional Christian view. Since its establishment in 1965 the National Endowment for the Humanities has distributed many millions of dollars in grants. Has the money been well spent? What impact have the Endowment's programs had on the academic community, the schools, and the public at large? In this first book-length study of the Endowment, Stephen Miller offers a trenchant analysis of the agency's origins, its accomplishments, and the criticisms leveled against it. In the political maneuvering that led to its establishment, Miller sees a basic misunderstanding between those in academia who lobbied for NEH and those in Congress who were its most enthusiastic supporters. Until late in the eighteenth century, the peasantry of the German states had been dismissed contemptuously by the aristocracy and middle classes as brutish and virtually subhuman. With the advent of organized movements for peasant emancipation and agrarian reform, however, many German writers and publicists began also to reassess the role of the peasant in society. Within less than a century, the public image of the German peasant had been completely changed. Where formerly he had been scorned as untermenschlich, by 1840 he was firmly established in the public mind as an embodiment of the highest national virtues -- a patriotic citizen with special qualities of singular importance to the fatherland. Mr. Gagliardo's study is a suggestive inquiry into the origins and development of a modern rural ideology and its relationship to German doctrines of nationality.
